A National Agreement was put in place in early 2005, having been worked on by NALC and the SLCC (Society of Local Council Clerks). This allows councils to be more transparent when calculating salaries for ALL staff, rather than simply basing a calculation on population. It allows for significant rewards to staff that do more, whilst maintaining a minimum agreement for minimum working. Whilst this is not compulsory, it is strongly recommended that the council and all staff use the information to fully assess the work that is being carried out on behalf of the council.
